NOOSA ratepayers are going to be spared a general rates increase if the councillors adopt their 2015/16 budget statements released online ahead of this morning's 9.30am pre-budget meeting.

For the second year in a row, Mayor Noel Playford's plan is for the reborn Noosa Council to keep a lid on the general minimal rate at $1027 for the year. There is just one piece of fiscal pain in store for ratepayers.

According to the documents there is a 4.2% wheelie bin collection charge - increasing $11 from $264 for the 240 litre waste container to $275.

However, the Noosa News is aware of one councillor who will argue for a slight increase today to cover increased council costs.

A rates discount of 5% has been retained at $51.35 for those paying up by the due date with the net minimum rate set with these charges at $1335.65 - an increase of 0.8%. The environment, transport and heritage levies will remain unchanged for the coming financial year, set to be locked in at $60, $20 and $5 respectively.

The council is today expected to announce any operating surplus for the year ahead of a proposed 10-year financial plan and expand on its proposed $23,304,000 capital works program.

"Council will ensure that it maintains an operating surplus each year over the life of the 10-year financial plan," council corporate services director Michael Shave says in a report to go before councillors today.

"Total council debt will reduce over the life of the 10-year financial plan."
