A CHILDCARE centre north of Highfields catering for 75 children has been approved by the Toowoomba Regional Council.
The Kath Dickson Family Centre, which already has three centres across Toowoomba and Dalby, was given the green light last month to build the new facility on Oval St in Kleinton.
Along with its approval, the council also issued the centre with 67 conditions, relating to landscaping, environment, car parking, fencing, telecommunications and roadwork signage.
In his initial report in July, Precinct Urban Planning's Paul Kelly said the new centre would offer indoor and outdoor facilities for children aged up to five.
"The building has been architecturally designed to make a positive contribution to the streetscape," he wrote.
"Internally, the building makes provision for separate reading/play/sleep areas for various age groups from 0 years to 5 years and also includes an office/administration area, staff room, kitchen, laundry, storerooms and amenities.
"Operating hours for the child care centre facility will be 7.00am to 6.00pm, Monday to Friday."
Centre CEO Jude Mills told The Chronicle in July that the centre was needed to cater for the strong population growth in the northern Toowoomba region.
"The majority of people out there are young families, or young married couples who will have children on the way in the next few years," she said.
"They're both working and both travelling to and from home and into town.
"This centre would mean they don't have to have their child in the car travelling with them 20 km to and from work."
The impact-assessable proposal received only one submitter, Highfields resident Melina Miles, who questioned the centre's placement in a quiet residential area.
"This type of development is completely unexpected in a residential area, and challenges the expectations of those who have purchased in the affected streets, and adjacent to the commercial development," she wrote in December.
"I note in the application that the childcare centre is extremely close to the adjacent neighbour in Bennett St, and the carpark is immediately across the road from other neighbours in Bennett St."
The applicant has now submitted a request for an infrastructure agreement with the council, in a bid to mitigate the costs of connecting water, sewerage and electricity to a vacant block of land.
